Here is a 100% thematic mono-leadership Gondor swarm deck in true solo, that I build for beating Intruders in Chetwood, but which could beat many other scenarios.
Boromir gets Steward of Gondor, Faramir Messenger of the King. Errand-rider and other small allies are jacks of all trades. Depending on the scenario, they can smooth the resources, quest, attack or serve as chump-blockers while big characters benefit from the Boromir's attack bonus.
Mulligan for Steward of Gondor. Play Citadel Custodian for free when you have 5+ allies. With A Very Good Tale, fetch Knight of the White Tower, Ingold or Veteran of Osgiliath.
Very thematic, altho I think deck would struggle in long quests and any heavy doom encounter decks. Threat might be a problem here
