Here is a 100% thematic mono-leadership Gondor swarm deck in true solo, that I build for beating Intruders in Chetwood, but which could beat many other scenarios.
Boromir gets Steward of Gondor, Faramir Messenger of the King. Errand-rider and other small allies are jacks of all trades. Depending on the scenario, they can smooth the resources, quest, attack or serves as chump-blockers while big characters benefit from the Boromir's attack bonus.
Play Citadel Custodian for free when you control 5+ allies. Trigger A Very Good Tale to fetch and put into play Knight of the White Tower, Veteran of Osgiliath or Ingold.
Use Justice Shall Be Done when you need a burst to achieve and finish the quest.
