This is a Hobbit Hero deck that can be built using just the revised core, Fellowship of the Ring, and Elves of Lorien. The sideboard includes cards from the rest of the RCO that may be worth considering during deckbuilding as you expand your card pool. This deck is greatly improved by proxying Fast Hitch from the non-RCO card pool.
Defending can be a challenge with the basic deck, as you don't yet have many cards in your card pool that can increase Sam Gamgee's defense, so you'll have to rely a bit on increasing his hit points, healing, and allies instead (e.g. Boromir).
Double Dagger of Westernesse on Merry.
Steward of Gondor can go on Merry or Pippin depending on your hand (i.e. do you need more or resources at the moment, then use that hero to pay for Gandalf.
Hobbit Cloak and Citadel Plate on Sam.
Elf-stone gets Northern Tracker and Beorn into play.
