I typically run a Noldor deck with Erestor, Galadriel, and Círdan the Shipwright, but I wanted to try one with Elrond since he is a natural defender, healer, and resouce smoother. And with the addition of Elrond's sons, Elladan and Elrohir, to the card pool, thematically it makes sense. This deck quests well early off and can defend itself until the big allies come into play.
This deck relies heavily on To the Sea, to the Sea! to pay for allies, but it shouldn't take long to surface thanks to the massive amount of draw it provides. There's a 53% chance you'll get it in the opening hand (and that's after a mulligan), and Daeron's Runes improves those odds. If you still miss it, save a resouce for round 2 on the chance you draw a Rivendell Minstrel, as To the Sea, to the Sea! is searchable as a song.
Focus on getting Galdor of the Havens out early, so you'll start every round with 5 cards in hand to feed the Noldor engine. Also get a copy of Song of Travel onto Erestor ASAP, as you'll be wanting to build your power up further with Silver Harps on Círdan the Shipwright. Put Light of Valinor and Narya onto Círdan, and those big allies will be buffed and ready for combat. Elrond becomes the fellowship's key defender once he gets Unexpected Courage, A Burning Brand, and buffing from his daughter Arwen Undómiel.
Will of the West keeps the deck alive, so be prepared to play it after you see the second copy hit the discard pile. Threat starts high, but shouldn't be an issue once you start recurring those Elrond's Counsels. Healing? Well, this is an Elrond deck, so no issue there.
Keeping A Test of Will handy in an Erestor deck is difficult due to the forced discard effect, so use Gildor Inglorion (you can ready him with Narya) and Silver Harp to keep it in your hand for the moments you need it.
