This is a progression style deck designed for the first two quests of The Voice of Isengard expansion (Fords of the Isen and To Catch an Orc). I wanted to build a deck around one of the included heroes: Éomer.

The best strategy for Éomer at this point in the card pool, I think, is to have chump blockers leave play to boost his attack every round. The majority of the allies in the deck are 1 cost and most have some incidental benefit: Envoy of Pelargir and Errand-rider for resource smoothing, Snowbourn Scout for a bit of location control, Vassal of the Windlord for extra attack, and Westfold Horse-breeder for an extra willpower.

This strategy works quite well in solo since in most games you only need to deal with 1 enemy at a time. In situations where you have to face 2 or more in the combat phase, the allies are cheap enough to have an extra on the board and keep ahead of the encounter deck.

Boosting Éomer to 5 is not always enough, so I've included 3x Dúnedain Mark and a couple Daggers of Westernesse.
