Ranged characters can attach the same target multiple times, once by contributing during the other player's attack phase and then, if ready, during your own attach phase as well. ( 1 attach per enemy limit is only for the player who is engaged with that enemy). So what if Legolas and his archers didn't have to exhaust at all?
We'll use Hour of Wrath for that. We fetch it with Hope Rekindled and can pay for it with Steward of Gondor on Legolas. To get the most of it we preferably use it while in valor mode, which can be reached by x3 Legacy of Númenor. Even outsode of Valor, Legolas can attack numerous times all enemies engaged with other players, stacking the debuff from Rivendell Blade. Beregond will defend for the other player. It's best we also use Dúnedain Hunter to fetch as many enemies as possible before using Hour of Wrath.
Favor of the Valar is a safety net, but the other part of this fellowship will also help ensure we keep our threat manageable.
I am still fiddling with the deck, especially its allies. I am also trying to fit in Doom Hangs Still for fun.
