As recently i've been using CotW a lot, naturally it occured to me those guys should work fine with the contract. Gildor can draw every round, cirdan allows us to go through deck a bit faster and contract grants us a draw. We go through at least 4 cards a round with this setup, which makes finding key cards more reliable. It's a Noldor-Rohan trait marriage which happened pretty naturally with this setup. Elfhelm wants us to have some mounts, which means Westfold Horse-Breaker, which means i can just add some more of what Rohan has to offer, which unlocks some useful events. It's this deck's subtheme, though, as it mostly rides on power of Noldor. It's mostly a solo deck with questing focus, but if you can unleash an army of allies or use events to your advantage and build up Elfhelm for defense, you should survive combat. I also use The One Ring to get Inner Strength and have a better defense system on Elfhelm, as its pretty much the only reliable way to do so. There's a lot of standard CotW goodstuff in there, with A Good Harvest, DĂșnedain Message + Gather Information, We Are Not Idle, etc. With 7WP and a defender out of a gate, if you can reap CotW value and set up some combat allies, i suppose the deck should be able to ride smoothly to victory.
