This deck is for the Cardboard of the Rings Deck Challenge (build a deck choosing 3 of 4 randomly selected heroes - I did not choose Elfhelm).
This deck started out as a Gondor swarm deck to take advantage of Visionary Leadership and Narya. But as I was building it, I noticed that I had a lot of 1x cards and I thought I would try out the fairly new contract Council of the Wise. I haven't built or played a deck centered around this contract so I wanted to give it a go. Besides, Gildor and Cirdan are some pretty wise guys. But don't ignore Eleanor! I bet she could beat these old elves in a battle of wits.
This is likely not the best deck from this challenge but I've had fun playing with this contract and I think I'll keep it as a regular deck I play going forward. The contract provides a lot of variety when playing because you don't know what you'll get. I'm sure there are also cards here you can cut to get down to 50, but I didn't feel like cutting them, even maybe the more obvious ones (e.g. why would you have Hidden Cache here? Well, it can draw you two cards with the contract, or lower your threat.)
I put the The One Ring on Eleanor because she rocks, and then I give her some Inner Strength although she doesn't need it, again, because she rocks. She then becomes the primary defender if her ability was not used.
Example game
I've only played this deck against the first two quests in the core set. For Journey Down the Anduin I kept my threat low using the contract ability to avoid the troll. Then when I took it on I had a Knight of the White Tower riding a Wild Stallion receiving a defense boost from Arwen Undómiel and Narya, so he was defending for 5. I took a couple troll attacks that way and he still survived. In another game I blocked the troll with Gandalf then finished him off with a pile-up of allies led by a Fair and Perilous Cirdan.
So yeah, this deck has been fun to play and I would not have even thought about building it without the COTR deck challenge, so thanks guys for putting this out there.
