The starting setup lands at 22 threat. Try to mulligan for Elrond's Counsel and possibly Resourceful so that you can utilize the secrecy aspect right away. If you manage to get Resourceful into your hand, but the threat is too high, just discard Folco Boffin! Then you can use Vanish from Sight to guarantee secrecy.
I included some Side-Quests as it fits with the theme. Scout Ahead is exceptionally useful while Double Back and Gather Information are just included to make use for Rider of Rohan, Legacy Blade, and Halfling Bounder.
This is not a super-strong deck, but it is quite fun and focuses on canceling cards and to lay low on the threat. The biggest weakness is its lack of attack power. My card pool is limited, so there may be cards that should be swapped. Feel free to give any advice!
