Note I have a relatively limited card pool (Core, Return to Mirkwood, Kazad Deluxe, entire lotr Saga and Against the Shadow cycle). I would like to include a few more hobbit allies rather than doubles of Bilbo Baggins and Rosie Cotton.
Théoden and Éowyn give mono tactics a huge boost. This deck quests for 10 right out of the gate and works especially well I'm campaign when you have a couple boons and a fellowship hero to give you 12 willpower to start!
I added Tom Cotton to give this deck some extra willpower (Bilbo, Rosie, Halfling Determination) rather than use a hero with 1 more willpower to start like Merry.
