More notes forthcoming, but I wanted to publish this to get feedback from others.
The sideboard represents cards that I'm still considering before the final build. Feedback very welcome!
I haven't completed all quests in the game, but I'm running through the Reduced Quest Gauntlet (RQG) which represents the 16 hardest and most varied quests in the game. The idea is that if you can defeat all 16 quests in the RQG, then your deck can defeat every quest.
So far, I've only tried Mount Doom once and just lost, so I might need to tweak a bit to be less reliant on a horde of allies. :) EDIT: Just replayed Mount Doom and won pretty easily, even without drawing The Free Peoples. When I play the quest for the first time, I don’t look at the quest cards in advance, so my strategy was pretty poor. With the right pacing, Mount Doom seems pretty do-able for this deck.
I also haven't tried Return to Mirkwood, so maybe I need to add Elfhelm or add more threat reduction, like The Galadhrim's Greeting instead of Elrond's Counsel, but I suspect with the current 5 threat reduction cards + Beregond, it will probably be OK, but we'll see. EDIT: Just played Nightmare Return to Mirkwood and it was no problem. Ended on 45 threat and felt like there was plenty of room to spare. Didn’t even draw a single copy of Gandalf but I was still fine. Beregond + Woodman’s Clearing + Elrond’s Counsel were enough.
I started from this similar deck that I designed, which explains all the goodness of Haldan. But, I switched to Gildor based on Flrbb's wise suggestions and haven't looked back. :) If you want to read about why I think Haldan is great, you can read that other deck's description.

Gildor is a low threat Leadership hero with a powerful ability. 3 willpower is great for questing, and if I need to draw more cards, I can spend leadership resources to get more. I also considered Sam Gamgee, but the card drawing ability is worth the extra threat IMO. |

I’m trying out these changes: -1 Miner of the Iron Hills -1 Elf-Stone (which seems unintuitive, but there are enough resources) -1 Errand Rider (again, enough resources with Envoy + Provisions) -1 Pippin -1 Wilyador
+1 Heed the Dream +1 Burning Brand +1 Armored Destrier +1 Golden Belt +1 Song of Wisdom
With those changes, Beregond can get a Burning Brand and be an uber-defender. It makes The Free Peoples a bit harder to activate, but it makes the deck more resilient against quests that hate allies.
I’m still considering how/if to get in Revealed in Wrath, and perhaps Ranger Spikes.
I’m also trying 1 Ioreth instead of a Warden of Healing.
