Pipe Hunting with Bilbo. Put Elf-friend on Bilbo Baggins and keep bouncing him to search out all the pipes.

Mining with Zigil Miner and Imladris Stargazer will control the deck while generating resources.

Gandalf with his bag of goodies stays in play, Wizard Pipe helps control The Tree People, Narya will help keep your mining engine going even more.

Haven't tested this yet. Currently lacking The Elvenking.

Hm. Does that work? Haven't checked, but in many other games Elf-friend would go lost when you bounce Bilbo unless explicitly stated.
