concept is good but use Envoy of Pelargir so good get you a res back and can chump or quest for 1. consider if able Faramir

would reduce Ingold he is not worth 3 copies.

I'm assuming the creator thought ally Elrond has the Noble trait like his hero version... but he doesn't! Warden of Healing could substitute (or Dúnedain Remedy), and if Conditions are a problem then Power of Orthanc is probably the only solution.

Yes we have to change elerond with another card becauso i think he have noble but he doesnt.
