Took a while to get to grips with this deck but eventually got it humming against "The Fords of Isen" (Voice of Isengard: Quest One).
You're going to see a lot of enemies out of the gate so this benefits from early Gandalf paired with Sneak Attack to either reduce your threat or outright kill the enemies. Likewise the cheap allies can chump block for Éomer and pump him up for a counter attack.
Strategic use of Gandalf and Saruman can really benefit the end game. It helps to have Faramir out to get that extra will power boost to get you over the edge on those last quest points.
Try to keep the cheap allies alive until the end. Feint and The Wizards's Voice are nice early game saviours for those little chumps.
