This is probably my best Haldir-focused deck I managed to build with just the RCO cardpool.
Give him a weapon ASAP, keep your threat low and try not to engage enemies to make the most out of his abilit and Hands Upon the Bow.
If you do engage a nasty enemy, you have Beregond and a few other defensive cards to take care of him (and keep your threat low as well!).
Remember that Grey Cloak can be played on allies. And speaking of this card - it's bugged on dragncards (at least during the time when I publish this deck), it doesn't appear in any on my uploaded decks so remember to spawn it manually there.
Initially I considered Fastred as a defender here, but he can't take full advantage of cards like Gondorian Shield and Desperate Defense and his base defense / health is a bit to low. You can experiment with him though!

good way to make Grey Cloak a good card!
for solo it has not enough willpower, so i would either include more willpower or take it as fightingdeck for multiplayer and then focus a bit more on the fightingaspect. i can give card-advices for both directions if u want.
overall i am not the friend of the risky Silvan Refugee so would only take 1 and max out the Westfold Horse-breeder and perhaps add Galadhrim Weaver
