I've always felt that the pre-built Riders of Rohan deck lacked a good, consistent defender. This is my suggested alternative, with Beregond filling in this role (unfortunately Fastred is too squishy and doesn't take full advantage of Gondorian Shield so I couldn't justify including him at the cost of not making this deck 100% rohan-based). I'm never totally happy with any RCO Rohan deck I've made though, they always struggle and lack something.
I've scaled down the cost of all allies (especially the ones) so that you are guaranteed to play at least one each round with Théoden reduction. This is the reason I didn't include Westfold Lancer, he's just too expensive for this deck (even though I love this card).
I've included 2x Gamling here to increase the chance of drawing him, keep him ready to recycle your allies. You'll find great synergy between him and e.g. Escort from Edoras. Horn of the Mark will help with card draw.
Dagger of Westernesse isn't ideal here, but I needed another weapon to make Foe-hammer viable.
You can play Captain of Gondor either on Théoden (to make him a second defender or stronger attacker) or on Beregond - with a Warrior Sword (and after readying with an effect) he will be able to swing back with a pretty nice attack.
Elfhelm is here as a "last resort" ally, you can play him "sneak attack style" in times of peril.
Sideboard contains some cards that might be worth including, I just didn't know what to cut to fit some of them. Windfola and Captain of Gondor would probably be the first two cards I would consider swapping for something else (Dwarven Tomb or Sterner than Steel would be my #1 picks).
