After I realized that for Tom Cottons abilty, you need to be engaged with an enemy, i thought: Why don't combine him with the Dunedain?
This is a multiplayer deck that tries to get a lot of enemies engaged with you. Here help Forest Snares and Tom with multiple Fast Hitches, Ring Mail, Hobbit Cloak and help from Rosie Cotton. You can lower enemies attack strength with Entangling Nets and Keep Watch, which also makes your Halfling Bounders more effective.
Wandering Took and Halbarad help you that the enemy have a higher engagement cost that your threat.
As longer I study your decklist, the more I like it!
