This is a Noldor Deck with Council of the Wise that uses Elven-light, an event that you can easily play 3 times per round if you have enough discard effects, to maximize the benefit of the Contract.

Cause finding a one of card in a 50 card deck is normally super hard and we want to find Elven-Light as fast as possible, this deck uses Thurindir + Gather Information to find as soon as we complete the sidequest. If you're not super lucky and mulligan into Elven-Light, being able to do this fast enough will often decide between Victory and defeat, so you should focus to get questing allies out in the early game. Using other events to draw cards and gain ressources helps with that. That also why Aragorn is in here, being a strong tempo card that can commit to the quest and still defend against an enemy in the early rounds. In testing I normally was able to complete Gather Information in round 2 in solo play.

Once you found Elven-Light you can start digging trough your deck using the contract to either draw an extra card or gain an extra ressource, that can again be spend to draw Elven-Light once more. For that you need some discard effect but between To the Sea, to the Sea! , Imladris Caregiver, Steed of Imladris, Song of Healing, and Protector of Lórien (that go both on Aragorn) you should have plenty, and both To the Sea, to the Sea! and Song of Healing can be found with Rivendell Minstrel. Steward of Gondor on Arwen Undómiel helps to pay for it, but between the contract and her ability you have enough ressource generation to not be super reliant on it, so you can even cut it in multiplayer.

With this engine you should be able to quickly play a lot of allies that can be boosted by Sword that was Broken and can keep your threat under control. This can allow you to keep Gandalf around and compensates for the Doomed events.

This deck isn't build for every quest cause it needs to complete an early sidequest, but if it does it's quite powerful, especially for a Council of the wise deck.
