I've never found a Silvan deck I liked. I've also never found a Galadriel deck I liked. Here's both, and I like it well enough. It's a moderately slow-growth deck, but it has some decent early game tricks, and is absolutely solid by the end. Yes, I'm not actually running Nenya; I need cards more than I need questing, and I ended up cutting the Unexpected Courage which would let me do both.

Early Game

Obviously the Mirror of Galadriel is important, and losing a few key cards without the Silver Harp is regrettable but survivable. There aren't enough targets in the deck to trust The Tree People blindly, but I don't mind taking a gamble on it if I suddenly need a chump. Or, even if I don't, because there are three copies anyway. An early Steward on Galadriel is nice, and feeds resources to Bifur as well.

Galadriel's ally ability is very important here, along with Celeborn's response, which gives me a lot of questing and some attacking. Galadhrim Minstrels and the Mirror help grab events, for more resources and to thin the deck for The Tree People. Feigned Voices usually gets me through the worst of the combat. Silvan Refugees feed the Silvan events... Henamarth Riversong can feed them too, but the Refugees will discard themselves if they're in play.

Midgame

To the Sea, to the Sea! is where this deck really starts to shine. I try to get to get Gildor Inglorion into play, hopefully by discarding Elven-light and spare Mirrors. Gildor can set up Legolas, Orophin, or whomever I need to grab with The Tree People. I recycle and reuse Galadhrim Healer as needed. With Steward on Galadriel, I use Daeron's Runes and To the Sea, to the Sea! to bounce Elven-light back and forth.

Late Game

Eventually I have one Will of the West, and can bring back whatever got lost to Mirror of Galadriel or King Under the Mountain. Swarms of allies can quest or attack, and Glorfindel can do both. Celeborn blocks with Cloak of Lórien and Arwen Undómiel, and can be readied using Heir of Mardil and any resource generator. By the time the deck runs out for the second time, the quest should be just about done.

Sideboard

Mostly, there are things here that I thought about and got rid of very early on. I tried Hidden Cache with King Under the Mountain, but it's too unreliable. In the end, adding Steward of Gondor gave me the extra resources I needed to get the Elven-light engine going. 3 Refugees was one too many, Rúmil only works by playing from hand, and Island Amid Perils was overkill when I have 3 Elrond's Counsel.
