An untested deck, but very similar in concept to my Cycling Silvans deck, replacing Galadriel with Legolas and swapping in a few attachments and allies. Without Galadriel, this deck suffers from a lack of questing power, and with all of the ranged characters it's better suited to multiplayer or two-fisted games than to playing pure solo.

Galadriel's Handmaidens are included to provide at least a little , but they will have to be played with Sneak Attack during the questing phase in order to get Celeborn's +1 bonus - otherwise they'll have to be played using Thranduil's ability during combat, where they can still at least attack for 1 (or defend in an emergency), and then contribute their usual 2 to questing in the next round. Galion can only quest through Sneak Attack, and he can't attack or defend if played during combat, but he can pay for other card effects, which is why two copies of him are still included in this deck.

The Elvenking is intended for Legolas so that he can attack twice in one round if needed. He can also be equipped with any two of Orcrist, Blade of Gondolin, or Bow of the Galadhrim depending on what comes out first. If Legoals is full, Orcrist and Blade of Gondolin can be put on either Thranduil or Celeborn depending on which of these two heroes is least needed for other purposes (usually defense & questing).

I don't yet own Greenwood Archer, Marksman of Lórien, Silvan Tracker or ally Haldir of Lórien, otherwise all of them would probably be in this deck. I like trying to do the best I can with the cards I have, and in this case, I think this deck is still pretty good even without these advantageous cards.

I also want to consider creating a version of this deck that replaces one of the heroes with Éomer, since his ability pairs well with the Silvans that cycle in and out of play. He could easily replace Legolas by swapping in some attachments, or he could replace Thranduil, but that would require removing the and allies, and might change the feel of the deck quite a bit.
