Standard victory display deck with Rossiel and all the lore victory shenanigans. Gandalf is key as he provides two strong actions to compensate for the weaker heroes. Shadowfax is great in multiplayer and also allows Gandalf to Quest, Defend, and Attack all in one turn which when combined with Treebeard can handle most standard enemies. Narya can be substituted for Shadowfax in solo play.
Overall the deck just draws tons of cards and uses victory shenanigans to control the encounter deck. The key cards to get in an opening hand is Gandalf to make up for a slow start, Resourceful for resource generation, and Quickbeam for a strong ally turn one.
