Mulligan for Pillars of the Kings or at least Steward of Gondor and attach it to Hirluin.
Attach Prince of Dol Amroth to Prince Imrahil and watch his stats (and resources) grow with each Outlands-ally you play.
Play Pillars of the Kings if you're still at 30 threat or below, in order to draw four cards. If not, you can first reduce your threat with Gandalf and Sneak Attack or Reinforcements. With three copies each and the Tome of Atanatar you can repeat playing Gandalf and use his abilities pretty often. Playing both of these event cards will always ready Prince Imrahil when Gandalf leaves play, so that he can make the best out of his stats.
Gildor, Lord of Morthond and Gandalf are there for even more card draw.
With Errand-rider you're able to
- shift resources from Prince Imrahil to Hirluin (if you still didn't draw your Steward of Gondor yet) - don't take a resource from Gildor, but use it for his card drawing action instead
- distribute your wealth and lend resources to a hero of your teammate in multiplayer
- shift a resource from one of your own heroes to another, if he happens to have zero resources on him and you want to play Reinforcements.
Attach Sword of Morthond to Angbor the Fearless and stay around 40 threat. With all Outlands-allies in play he's at

and doesn't exhaust to quest.
Erestor helps ditching and replacing your duplicates with something new. You could even discard an Outlands-ally for his action and take it back to your hand with Men of the West later on.
