They were supposed to be fourteen but poor Óin got left out. The reason is that I didn't get much use out of him and had trouble winning the first quest until I swapped him for Nori. The idea was to make a deck which feels quite thematic and can be used for the whole Hobbit saga campaign. I played through the campaign with this deck shifting a few cards in the sideboard for some of the quests. Most notably I did this for The Lonely Mountain where Staff of Lebethron was absolutely essential, as well as more copies of Lure of Moria.

The first quest I only managed to win at easy mode, the rest were played at normal difficulty. I could probably have won it if I played it more times but I didn't really enjoy it and at the time I thought that perhaps easy mode is the way to go for thematic decks.

About thematic decks - this one has a few unnamed dwarves which I think is fine because an Erebor Record Keeper for instance could be seen to represent one of the thirteen dwarves (perhaps Oin who isn't represented). And this deck really did need Steward of Gondor so I couldn't leave it out. In my mind it was just a card representing Dwarven nobility or leadership. It was normally played on Thorin Oakenshield but sometimes it proved better to spread the resources by giving it to Ori, preferably then equipping him with Narvi's Belt as well.

TBH The Hobbit saga was a small disappointment. And I don't know if I'll be playing Dwarves again either. But I'm glad I gave it a try. There are so many aspects of this game to explore. I have played 40-50 quests now and I still only feel like I have scratched the surface.
