See the fellowship description for the general idea, in case you're wondering why Eagles of the Misty Mountains are in here.

A pretty standard power-trio build. It tends to run pretty low on resources, but hopefully Vilya obviates much of the need for them in the first place. The Expert Treasure-hunter+Hidden Cache trick can help when you really do need a boost (and Gildor and the Wizard Pipe can stack both of the Caches if you're feeling really randy). There's always Gandalf's Staff too, but I tend to use it for shadow discarding, as I have omitted other ways of dealing with those.

Even though this deck tries to vomit all of its allies onto the table and keep them there, don't discount the power of Will of the West: in a recent go against the difficult Raid on the Grey Havens, I inadvertently spent essentially the entire game in Valour, only possible because I was able to play all the Elrond's Counsels (and Tests of Will), then recycle the events to do it again. Precisely because so much of your deck either ends up in your hand or on the board, it makes the second run-through quite consistent.

Conversely, Protector of Lórien helps if you find yourself with extra copies of all those unique attachments in your hand and need a quick pick-me-up.

If this were not so keen on the whole Eagles thing, then slotting in Unexpected Courage and/or A Burning Brand probably makes for an even stronger deck. I myself have occasionally played an all-Gandalf-all-the-time build where you just put all the readying effects on him plus Burning Brand, and it's pretty absurd. But I enjoy the style here a little more, where it's more his toys and innate ability than his stats that generate the deck's power.
