This is my deck for The Watcher in the Water playing progression style!

The goal here is to survive the first few rounds. In order to do that you need to quest successfully turn one, get an ally to block, or have a Feint ready to stop Durin's Bane from killing a hero. Next goal is to set Elrond up to put out ally blockers with his resources (getr Resourceful and or Steward of Gondor) on him and then make sure you get Vilya down. Use Imladris Stargazer to control what you are putting into play with Vilya and then use Gildor Inglorion to put expensive cards from your hand into play by swapping it with the top card of your deck.
Stay on 1B until you think you can kill the Balrog, quest hard, make sure you have a blocker for when you go to 3B and then use Imladris Stargazer to set the deck to activate the Dark Pit's Ability.
