This is the deck i used to defeat The Hills of Emyn Muil in my Single Core progression series. The video can be found here:https://youtu.be/v81puUqGcdQ In the early days of this game the design was tilted towards a Rohan Discard mechanic. This is a very expensive type of deck to build. I decided to lean into it as well for this deck to take on this quest.
Mustering the Rohirrim and Ride to Ruin are two cards that did not make it into my progression series at any time. I put a lot of Rohan allies into this deck to ensure you are always able to muster. Snowbourn Scout is the best choice for Ride to Ruin since you also place a progress when he enters play. 2 resources to place 4 progress total is not bad.
Use Théodred and Éowyn to quest, giving resources to who-ever needs it at the time. You have a lot of cards in this deck so most likely Steward of Gondor goes on Eowyn, but it does not have to.
Hopefully, you will not need Denethor to defend and you can help ensure a nasty card is not going to be revealed. This deck will struggle against a high combat encounter deck, but against this quest it does fine.
