You want to aggressively mulligan for a Galadhrim Minstrel over perhaps more obvious choices like O Lorien.
Like most Silvan decks as long as you can draw into your Silvan events consistently the deck should be able to deal with most things the encounter deck throws at you, which is why the Galadhrim Minstrel is probably the most viable card to mulligan for.
Rossiel will be your primary defender, but requires a little ramp up time, so quests that are very aggro-centric from turn 1 or 2 may be a little tough to deal with if your opening hand isn't prepared for it. Cards like A Burning Brand, Defender of the Naith, and Feigned Voices can mitigate this to some degree.
Sideboard Options:
Some sort of readying effect like Cram or Lembas will really help you get the most out of Rossiel in the turns you really need it, though a more consistent readying effect from a partner deck (Unexpected Courage, Light of Valinor) is preferable.
For quests with particularly hard hitting enemies, subbing in cards like Dúnedain Warning and Cloak of Lórien can help you get Rossiel on her defending feet a little sooner
If another player at the table is playing a more dedicated Rossiel deck, you can sub her out for Mirlonde and some Dúnedain Cache to give their Rossiel sentinel to help you out with defense.

Thanks for sharing...used this on my first go at "The Steward's Fear"...didn't win (location lock), but the Silvan/Rossiel mechanics are really fun.
