I have been playing around with different thematic decks for the Dreamchaser cycle, and I use Cirdan a lot so I wanted to try a different route. I took my inspiration from an old Vilya-less Elrond power deck but worked to turn it into the more ally-focused deck that works better on sailing tests.

Mulligan for Elven-light, if you get Master of the Forge or Light of Valinor that is obviously fantastic too.

Overall the deck works how you might expect a Noldor deck to work but definitely takes some practice if you're unfamiliar with the archetype like I was. Just about all of Arwen's bonus resources should go on Elrond so that he can pay for the myriad of green cards and any of our allies.

Allies

Most of the allies are just the Noldor discard allies requiring some deft discard control.

And Master of the Forge is obviously key here since we have so many power attachments, but the MVP ally might actually be Imladris Caregiver. Boosted by Elrond's passive, he also gives us a chance to play Elven Light 3 times in a turn if needed.

The Envoys are included to symbolize the Gondor characters that visit the Havens at the start of the cycle, as well as allowing us to pass even more resources to Elrond.

Attachments

I only have one core set which means only one Unexpected Courage but I would obviously include more if I had them, but this one goes on Elrond with both the Cloak and the Brand.

By the end of the game I like to have both Silver Harps on Arwen, I thought they were limited for the longest time but turns out you can do both, which is great for late game healing or boosting with Protector of Lórien, which tends to be too expensive normally in the midst of all the other discard effects.
