This is mostly an Eagles deck, and almost all the usual suspects are present -- the glaring exception is that I accidently left out The Eagles Are Coming! in the version I started the official quests in the solo league with, so now it's stuck. Swapping the copies of Meneldor's Flight for the Eagles search card would make the deck better.
That aside, the three heroes can combine for 11 questing out of the gate and play a 4-cost eagle after they inevitably quest successfully. I like to see Eagles of the Misty Mountains in the opening hand. By letting weaker Eagles go after Misty comes out, you can get a monstrous ally and also make Support of the Eagles worth playing on Théoden. Radagast doesn't make the cut in a lot of Eagles deck, but he can enable playing of Gwaihir's Debt with a cheap unique like Meneldor or Wilyador, getting more uses of Gandalf. Cheap Eagles can really power up Hail of Stones, and since it's not a combat action you can take out some enemies post-staging.
