This is a mix of dwarf-swarming, delving and player's deck manipulation. That nice and fun deck is a variation of the usual dwarves decks and is more subtle than it could seem first.
Strategy
Long story short : Bilbo Baggins is the Messenger of the King, who fetches Wizard Pipe and gives it to Gandalf. Then you fill your board up with A Very Good Tale and use Imladris Stargazer to adjust your drawing / discarding to your needs. You keep Lure of Moria for some end-game burst.
Mulligan for a resources accelerator (Legacy of Númenor or Steward of Gondor).
I like the synergy between Balin and the discard mechanics of the deck. Balin, Dwallin and / or Gimli are good candidates for Hauberk of Mail and defense bonus from Narya and Arwen Undómiel.
Adjustments
If the scenario is long or gets heavy threat pressure, you can include Double Back.
