Backstory

When I discovered that the quest of the week on Vision of the Palantir, and saw that the challenges involved a bunch of enemies starting in play, I immediately thought "Thicket of Spears." And that means mono-Tactics. And that means Théoden.

Opening Hand

In the Mumakil, you need to see Thicket of Spears. But in a generic quest, you want to see as many copies of Need Brooks No Delay to fetch Herugrim and Rosie Cotton (in any order). You also want Mighty Warrior to enable Onward Into Battle on Merry and eventually Éowyn. Rohan Warhorse is also good to enable multiple killings.

The Last Alliance

The Last Alliance can trigger many things. It can give Merry +1 for each Rohan or Hobbit hero. It can put Herugrim on Merry. It can enable using Rosie Cotton on Théoden! It can make Need Brooks No Delay cheaper. Charge of the Rohirrim can boost Merry.

Questing

Éowyn, Merry, and Théoden quest for 11 to start, and there are a handful of 2 allies.

Attacking Théoden with Herugrim hits for 6. Merry with The Last Alliance hits for 3 additional . Then, Merry readies Théoden, who could theoretically ready again with the Rohan Warhorse.

Defense

Defense is a huge weakness of this deck, so mainly chump, feint with Grimbold, or Thicket of Spears. You can cycle Thicket of Spearswith Book of Eldacar.

Overall

This is a good deck that could be improved with Quick Strike and Feint, or Golden Shield. But I don't want to dilute the deck too much, and I like what I have here. This is mainly to beat the QotW, but if you want to run this deck, you should probably run a second deck with a Sentinel defender, but I think this deck is great in solo.
