This deck is part of a fellowship designed to use all the cards from The Black Serpent.
Fastred is the hero from the pack, so he was required, and Éomer in the other deck is meant to clean up after him.
Fearless Scout is useful for practically nothing except eligibility for Scouting Party, so the questing allies need to be scouts, but I also need a high-willpower quester who is not a scout. Thurindir fits the description, since he's buffed up by side quests. The preferred starting quest is The Storm Comes, primarily to help get expensive Harad allies out more quickly. However, with potentially five questing heroes, Rally the West is also a great side quest. The third spirit hero needed to be a scout, and Idraen was the obvious choice because she (like, Thurindir) is Dunedain and a good target for Dúnedain Pipe, an excellent cycler. Seven of our questing scout allies are Dunedain as well, so we shouldn't lack for targets.
We also have Old Toby, to give us cards for pipes. We've added Bilbo because he's an efficient quester (2 wp for 2 cost) and can fetch a pipe, with Hobbit Pipe to help buff Toby.
