So here is a pure support deck, taking full advantage of Elfhelm's ability. Arwen Undómiel is there for resource generation and Erestor for card draw. You have 3 copies of Love of Tales for more resources on your heroes, or to spread out to other heroes. With 9 songs in your deck, you could net up to 27 extra resources.
So, why is Elfhelm's ability good? By itself it isn't. But combined with the mounts you are giving out, it packs a punch. Say you attach a Steed of the Mark to a leadership hero. Now they can quest, pay a resource to ready and defend for +1 Defense. Add a Song of Wisdom and they are getting +1 Willpower.
Westfold Horse-breeder fetches your mounts. Rivendell Minstrel fetches your songs. The dwarves help you recur things you've pitched.
Sub in more copies of Elf-friend or Nor am I a Stranger to get mounts on more heroes. You might need to give Elfhelm a Song of Battle to play some of your mounts, or A Good Harvest.
The Sideboard is mainly for mounts that are either situational or can only be attached to a certain trait (Hobbit Pony). Depending on what your partner is bringing, adjust accordingly. Arod and Asfaloth are still good enough to be used even without their matching hero.
You can get decent questing up by end game, Elfhelm can fit any role you need, and you'll typically quest with Arwen and Erestor. You can swap in a few Steed of the North when that comes out.
