We all recognize that Outland swarm decks are quite powerful and can handle themselves well. Gondor swarm decks don't quite have that same punch however. Well, why not mash up some of the working pieces of Gondor decks with the powerful Outlands?
Boromir and Visionary Leadership will provide the buffs to Gondor allies while the Outland allies will buff everything else with the Outland trait. Hirluin the Fair is there to be buffed up to ridiculous levels by the allies. Prince Imrahil will be double dipping in this deck. Attaching Prince of Dol Amroth he will now have both the Gondor and Outland trait. This means plenty of buffs for an already strong hero!
Sword of Morthond is there to allow one of your Gondor allies to double dip into the Outlands trait as well. Need another heavy hitting ally? Put it on Anborn. Need another solid defender? Denethor is your man.
The deck has resources acceleration with Steward of Gondor, Captain's Wisdom. Card draw from Lord of Morthond. Healing (hero's only) with Dúnedain Remedy.

My brother has actually developed a pretty solid Gondor swarm deck by going Leadership/Tactics with Beregond, Boromir, and Prince Imrahil as his heroes, with Visionary Leadership to buff his questing and multiple tactics allies like Defender of Rammas and Gondorian Spearman to keep him alive until he powers out his army. With the two new Gondor allies in the City of Corsairs AP, I think the Gondor strategy is pretty viable and worth a look.
Also, if you're staying in outlands, I'd definitely recommend Strength of Arms if you're going to use all leadership heroes. It will give you even more power than you have now.
