This deck was built to go against the quest Raid of the Grey Havens, so tackling locations was a bit of a must. And to get rid of them, but with a balance, to avoid too much damage to the Dream Chaser. Since this is a Second breakfast challenge, I did not have free range of the card pool, since the atributes this time are Weapon, Healing and importantly Fellowship, which meant I could not play non-unique allies. Some of the other cards which would work well for the quest would be The Riddermark's Finest or Mirkwood Explorer, however since the attribute is Fellowship, these cannot be included.

As always, another limitation on my side is I have single original coreset, so no such thing as putting three copies of Unexpected Courage, or additional Strength of Will.

Hero lineup:

Haldir of Lórien was included because some of the enemies hit hard and get stronger as they gain resources, such as additional attack or defense. So if I could get them out of the staging without engaging them, it would be a bonus. And he goes well with the topic of weapons and can be target for the Mirkwood Long-knife so his will power and the attack can be boosted. So generally I used the single copy of Unexpected Courage on him.

Éowyn is included for few reasons. One is her low threat, which goes well with Haldir. Also her ability is useful, I tend to use her to get of the initial enemy in the staging round 1, and do not save it for later. It seems to make the quest easier. Also she gives me access to tactics so I can pay for the weapons.

Glorfindel is here mainly for his low threat, and to be able to absorb some of the damage from undefended attacks. Apart from obvious Light of Valinor he is the target for Song of Healing so I can use spare cards to heal it. Also with Light of Valinor he can be exhausted for the Strength of Will.

Since one of the attributes is Healing, I decided to include Lembas, since only one healer, Ioreth, can be included in this deck. Most of the allies are single copy, since they are unique, I decided to include 2 copies of her.

Card draw is done by the Daeron's Runes, Gléowine, so I included two copies as well, to raise the chances I find him. Additionally Haleth and Bofur can help you fish out the attachments and thin your deck.

In order to control the locations, I included copy of Asfaloth. I was considering Arod as well, but he seems bit less reliable and there can be lot of locations. Strength of Will is not card I play often, but I decided this quest it may be a good idea to test it. With Glorfindel ready after questing, it works out. I also decided to include Strider's Path because at times I had location go under Havens burning and had several locations in play, it helped with questing. Thrór's Map is also useful in this quest as well!

For the same reason, location control, I decided to include Meneldor and Meneldor's Flight, as he can put progress on the locations when he enters and leaves play. And since Tactics is not the most heavy of the spheres, it is likely you will be able to affort it to enter the play more than once. It can be bit tricky with this particular contract, but with enough resources, you can put him back in before it matters. Or you can leave him out and use the slot for another ally.

Good opening hand is with Light of Valinor and some card draw or a weapon would do but I won even with bit less ideal opening hand. However if I did not have Light of Valinor or weapon or a card draw, I would mulligan to try to get a better one.
