This deck is my attempt at a Rohan build, having not piloted a Rohan deck in quite some time. The purpose of this deck is to have Éomer as your primary attacker and Théoden the quester/defender.
Cards like Spear of the Mark and Firefoot go on Eomer to boost his attack from 3 to 6 without any further shenanigans.
Theoden's attack can get surprisingly high attack numbers with a combination of Celebrían's Stone and Herugrim, turning his attack from 3 to 7.
To ease with the resources cards like Steward of Gondor, A Good Harvest, Théoden, and Théodred can help make these cards a little easier to cast.
Though this deck doesn't have much in the way of pure defense, Quick Strike, Forth Eorlingas!, and Gandalf can either kill enemies in the staging area before they come down or, in the case of quick strike, can kill enemies before they attack.
Having no access to Lore leaves this deck deprived of reliable of card draw. Though not the best solution there are cards like Foe-hammer, Valiant Sacrifice, and in a sense Westfold Horse-breeder are included to provide what card draw they can.
This build, though primarily combat oriented, can contribute a decent bit to the quest and has some minor location control with a single copy of Arod.
For an opening hand I would look for Firefoot and Celebrían's Stone, just to provide some early combat and questing potential. Steward of Gondor is also a great card to see in an opening hand as is A Good Harvest which can help pay for almost all of the cards in the list turn 1.
