Council of the Wise decks struggle with consistency. Some good decks manage to reinstate consistency anyway. But why not go the other way? Build the deck so that any card is a good fit in most situations, and synergies are almost guaranteed to happen. The Silvan archetype seems a good start for that, with many nice events and in particular so many different Silvan allies in the card pool, for which Thranduil conveniently lifts the sphere match requirement.

Speaking of Thranduil: Apparently, he took Bilbo's ring back then, which does not only provide more sweet zero-cost events, but also a last piece of consistency: Pick Inner Strength as your starting Master card for risk-free defence from the beginning.

Thematic bonus: This deck contains The White Council and Council of the Wise.

Mulligan for the attachments. Steward of Gondor or Nenya is obviously helpful to have as early as possible.

The deck has more than 50 cards because it happens quite easily that you actually run through all of them. Shorter scenarios might benefit from pruning some less useful cards.

Add the cards from the sideboard for scenarios with nasty condition attachments (again with the option of pruning some other cards).

Council of the Wise decks are great fun because every event played comes with an extra decision. And Silvans amplify the fun with their diversity of effects on entering play.

Update: It happens so easily to blow through the whole deck that I added two more allies (including the dreaded Silverlode Archer) and could then also accommodate a Hidden Cache and We Are Not Idle as suggested by @doomguard. Many thanks!
