This is one of the 2 decks for "The Tower of Cirith Ungol" in my Thematic Saga run (which includes the 2 PoD quests that are inserted after the 1st quest in Black Riders.) I beat the quest twice in 6 tries on Easy Mode with the Fellowship.

Boons: Old Bogey-Stories Burdens: The Searching Eye

Thematically, this quest is bound to be fairly abstract because it's really just Sam's adventure. (Sam Gamgee is the other deck.) So this deck represents Sam's friends from back home (and the knowledge that the Dunedain help to protect the Shire.)

Mulligan for Fast Hitch. Sam Gamgee (in the other deck) really needs it due to the Heavy Burden attachment in this quest.

Lots of fighting in this quest so Farmer Maggot is a great ally to go get with Raise the Shire. Of course, that's also the only way to play Halfast Gamgee.

Curious Brandybuck works really well if you can have him in hand when you travel to The Two Watchers. Since that location flips to become an enemy, Curious Brandybuck can stay in play much longer than he normally would.

Rivendell Blade is for Elrond in the other deck. And getting a Ring Mail on Sam Gamgee (other deck) is also very helpful.

Infighting can really save your bacon --- especially since one of the 4 enemy types enters play half dead. Two of them in the staging area? Infighting takes one of them out. Granted, it heals the other one --- but attack power will generally not be an issue. And a double-whammy from Infighting --- this quest has a treachery that boosts the threat of the staging area by how much damage is on enemies there. Take out an enemy and weaken the effect of that treachery!!

I had hoped to get to 2 wins quicker --- but that was more driven by the companion deck not finding Imladris Stargazer faster.
