I recommend this deck as a general purpose deck for anyone seeking to use Gandalf without abusing the power level too badly.
The idea is to generally maximize the card economy available by playing cards in other phases besides planning. So whenever possible try to play free cards off the top of the deck instead of out of your hand. Resource planning is tricky, so use Gandalf's Staff for resources frequently and think carefully about where Théodred's ability goes. Steward of Gondor should go on Gandalf, though.
Light the Beacons is for Flame of Anor. Top it with Wizard Pipe, then fetch it back later with Dwarven Tomb for another go if need be. In this quest you might use it to kill the two boss enemies.
Unexpected Courage and buffs generally go on Gandalf, except Celebrían's Stone which obviously goes on Théodred. Get Wizard Pipe first with Bilbo Baggins. Use Frodo Baggins's resources to play neutral cards, saving one resource for the ring, since there's not much else to do with him.
Feel free to swap out three inefficient cards with We Are Not Idle, I just don't like playing the card in non-dwarf decks.
