This is the deck I used to beat The Wastes of Eriador for my deckbuilding series on VotP. You can find the link to the whole article, with a detailled description of the deckbuilding proess and playtesting here.
The main hero of this deck is Aragorn. His access to the Lore sphere with the best healing card, Warden of Healing and his threat reduction help with the direkt damage and threat increase this encounter deck throws at you. He's also brings our combat solution to deal with all this pesky wargs in form of Roheryn. Those enemies are rather squishy and can be trampled down with a few attack boosts from DĂșnedain Mark and Dagger of Westernesse. This allows us not only to not worry too much about defending, but also prevents some of the very nasty shadow effects in this quest.
The other heroes have more a support function, providing card draw and draw and ressource acceleration. Denethor acts as a early game defender til you get Roheryn set up and can block the Pack Leader in the late game. Gildor Inglorion gives some solid early willpower, that really gets ramped up once you get Sword that was Broken or Faramir out, alongside a couple of allies.
You should mulligan for Roheryn or Heed the Dream, than you can play with Denethor's ressources for full effect and get the horse out on turn 2.
This deck beat the quest 3 out of 3 times, I would still recommend one improvement. I rarely used Wingfoot in my playtesting, cause it's to big of a risk if Aragorn doesn't ready if you get an enemy from a location or treachery effect. I would ad a copy of Gondorian Firethat can give you a large attck boost if you get Steward of Gondor on Aragorn.
