Part of a two deck Fellowship, though with some slight tweaks this deck might work OK in solo (albeit it might be somewhat draw-dependent). For the most part you just load up Théoden with all his toys and let him do everything, while Éowyn quests and Háma attacks and recycles events. Extra power comes from Elfhelm being in the other deck to boost all the mounted heroes.
