Quad-sphere Silvan deck.
Steward of Gondor on Elrond to allow him to pay for a ton of allies. This deck allows you to play the whole cycle of Enters Play Silvans from the Ringmaker cycle (Galadhon Archer, Galadhrim Minstrel, Galadriel's Handmaiden, Naith Guide), along with the other enters play Silvans that have been peppered in since (Galadhrim Healer).
Typical Silvan shenannigans to pop allies in and out (Island Amid Perils, Feigned Voices, The Tree People). Celeborn gives your allies +1 to , and the turn they enter play, and Galadriel allows them to quest for free that turn, meaning that you should be able to get a couple actions out of them before you pop them out of play next turn.
