This deck is not meant to be stand-alone. Originally it was a concept deck intended to be paired with a leadership deck. I haven't tried it as a solo deck though, it might work in some cases.
So, you may notice there are no Rohan heroes. You may, however, be wrong.
You see, there's a Rohan hero inside of us waiting to get out; especially for Aragorn, Cirdan, and Glorf. They just need to say the magic words Nor am I a Stranger, knock together their curly-toed shoes (well, Cirdan anyway, you know he's got some stylin' Noldor shoes on) and they will be able to participate fully in the horse culture they so desire. What I'm saying is: you need to mulligan for either Narya or Nor am I a Stranger to get things rolling. Resource help is welcome, which is why a Leadership deck might go well as a pairing.
This deck is designed to work with sailing quests, even though it only has a paltry 21 allies. Hopefully the cheap allies show up first, especially Westfold Horse-breeder so you can get a helpful mount on one of the newly Rohan'd heroes. Use Envoy of Pelargir to shift resources from Aragorn to the other two, since there aren't nearly as many cards for Aragorn to pay for.
Aragorn is there to help get rid of boarding enemies. His ability is better in a multiplayer situation as he can peel off enemies from other players. Ideally he'll be powered up with Herugrim and Roheryn. There's not much chance of seeing Golden Shield but Cirdan is a great choice with that, especially if he has Light of Valinor and Windfola or even just Snowmane so he can be ready to defend. Should he not need to defend, bring up some of those tapped-out allies with Narya.
Glorfindel is just there to round out and add his awesome and . He's a good target for LoV of course, but Windfola and Herugrim can be useful as well. Alternately, he can power up Aragorn with Tale of TinĂºviel.
Again, probably best paired with a deck that can offer card draw and resource support, but is designed to be able to quest effectively and provide some decent combat capability for those pesky Corsairs. As a tweak to this deck, get rid of most of the mounts and add in Feint, plus a third Westfold Outrider for more combat support.
