Théoden has fallen. Éowyn has taken up her father’s mantle. She is now Queen of Rohan, and in her grief she will strike with the burning wrath of vengeance!
This deck uses the boon offered by the Forth, The Three Hunters! contract to boost Éowyn to some pretty insane levels. After we load her up with her father’s gear and flip the contract, she can quest for 7 (8 if she uses her ability, and 9 if she has an additional attachment via Golden Belt). Then during combat, she can defend or attack for 10 and 10 respectively.
There’s lots of card draw here to get attachments and flip the contract. Ancient Mathom, Open the Armory, Elven-light, Foe-hammer, and Need Brooks No Delay all provide ways to grab cards you need. And when Dúnhere takes out an enemy in staging, Herubrand will draw a card.
A note on ALEP cards: this deck uses hero Herubrand as well as Need Brooks No Delay. Herubrand offers some fantastic and decent starting . But if you can't/don't want to play with the community expansions, you could swap him out for another hero (Merry for thematic reasons?).
Éowyn: The centerpiece of your team. Load her up with the best gear and let her dominate the battlefield. You could swap with her version for lower threat and action advantage, but I like the version for this build, as it boosts (and therefore and ) while enabling Elven-light.

Dúnhere: Primarily an attacker, who can clean up the staging area in the early game.

Herubrand: Primarily a questing hero that provides access to the sphere. His passive ability is quite nice, and his response will combo well with Dúnhere in the early game. He can be a backup defender with the right attachments.
