This deck works around Rohan & Eagle synergy. Get out a lot of cheap allies, and then let them leave play for fun and profit! You're a little limited on defense, so plan to chump regularly or take an occasional undefended attack until you can get a defender with a lot of , like a Winged Guardian and the resources to keep him around, or a boosted Eagles of the Misty Mountains and/or Support of the Eagles on someone.
Éowyn is a questing powerhouse all by herself, and she gets a little help from West Road Traveller, Westfold Horse-Breaker, and Westfold Horse-breeder, plus the big eagles. Because the deck needs more tactics resources, she can sing a Song of Battle to help pay for the big eagles. All those eagles and cheap allies without willpower can help kill an enemy before staging resolves, too, by dropping a Hail of Stones on them - not the most elegant kill, but it works, and it lets you keep your Vassal of the Windlord doing something while waiting around for Eagles of the Misty Mountains to join.
Chump block and then send a boosted Éomer to do his work. With Rohan Warhorse and/or Firefoot, his attack boost goes farther, too. Éomer gets the first of the horses and Keeping Count.
Háma recycles your utility events, especially Quick Strike and The Eagles Are Coming! Multiple uses of The Eagles Are Coming! helps thin your deck, since it's often a free card. There's no Feint to prevent the player from Hama-locking, but feel free to include it if you'd like. Háma gets the second Keeping Count, after Éomer has been racking up resources on his. With a Rohan Warhorse, Éomer can kill multiple enemies a turn, so Háma's Keeping Count will just keep growing.
If you're playing a quest where willpower isn't as important, or in a multiplayer game where someone else is taking a bigger share of question (or where Éowyn is already taken), consider replacing her with Dúnhere and finding room for Spear of the Mark. In quests with a boss monster or big bad guys who stay in the staging area (Nazgûl and the like), Keeping Count can get him pretty beefy. Or consider playing Keeping Count cross table - Éomer should be killing so many enemies, it will likely be a big boost for any other attacking hero.
I tested this deck against the quests from the Voice of Isengard box, and a hidden benefit was the ease of discarding cards from my hand. If it was too expensive, or duplicate, or the cost of keeping it in hand was higher than its present value, I could pitch it to Éowyn or Háma for extra or a useful event (like another Quick Strike to avoid needing to lose an ally on defense). Against other quests, however, this deck does tend to run out of cards quickly, especially if The Eagles Are Coming! isn't hitting, so finding space for Ancient Mathom would be worthwhile.
