Saruman the White has picked differently. He will help Gondor, with the help of Gríma and Castellan Wilhelm, who for some reason has moved the Ring Wall to Minas Tirith. No one can stand against the might of Gondor and Isengard combined.
Mulligan for Pillars of the Kings. You can trigger one Doomed 1 before playing it, so Grima or The Seeing-stone. If you don't find Pillars, just play a lot of Doomed cards to reach the 40. Ingold gets both Steward of Gondor and Keys of Orthanc And then just swarm your allies. The Last Alliance is mostly used on Ingold or Soldier of Gondor, maybe Edrik Ravenhelm.
Thanks to Wilhelm, you can stay in Valour until you get to 60+ threat. And when it gets close, you should be able to play Pillars of the Kings again for reducing about 20 threat in an ideal board state. Also, Saruman with The White can just banish an encounter card entirely.
