strategy, give the gondorheores the traitgiving attachments, then you have multiplie options more for the contract:

Lothíriel

• either give her Elf-friend direktly or Elessar or #Steward of Gondor then she can use her ability on silvans (with gondortraitgiving attachment i must be targeted with the contract, with Elf-friend no need) it does not hurt to start with Steward of Gondor and add lateron the Elf-friend

Prince Imrahil same. no matter starting with a gondor-achievement and perhaps upgrade to Elf-friend

if both have only gondor-atachment you have to choose who to give the contract-use

if both have silvan the the contract offers more uses:

• Celeborn (if using on him the allies included by Lothíriel or Prince Imrahil get the bonus
• Knight of Belfalas
• Morwen Steelsheen (she is specially used with an 1-phase-ally before it leaves)
• Host of Galadhrim for great round
• The Elvenking best used on the hero who has Elessar
• Feigned Voices or Quicker Than Sight both are best used with Squire of the Citadel or the ally from Prince Imrahil

the "trick" of @torian might not be so much needed here but to have 8 instead of 3 cards that can (temporarely) give silvantrait to gondorheroes is more calculable.

big bonus, start with discount on silvan-ally.

the lore-allies are only for the abilities or Morwen Steelsheen with her ability and will never be paid regulary

playing solo, Quicker Than Sight might be bette relpaced with carddaw
