In the most Gimli/Legolas decks Gimli becomes the Steward of Gondor. This is for thematic players a big problem. So this deck uses Zigil Miner to get ressources on Gimli. Even without Imladris Stargazer he can probably give you some help, because more than half of the cards cost two or give another benefit when being dicarded, like Ered Luin Miner or Hidden Cache.
Mulligan for Elven-light to feed Legolas' ability and draw cards. Zigi/Stargazer is also awesome. You can then from the beginning quest with all your heroes for 6, defend with Gimli and attack with Legolas. Later in the game Erebor Battle Master can help you to finish some bosses.
