This deck is not creative at all, it is a crowdsourced Outlands deck.
My procedure was as follows -- I analyzed Outlands (Hirluin the Fair) decks to see what the most likely Hirluin-using hero lineup would be. After settling on Hirluin/Denethor/Prince Imrahil, I then looked at 8 decks using that lineup from different creators to see which cards were used the most, and what the median ally/attchment/event count was. To turn that information into a deck, I then used the median count to apportion card slots to the most popular choices in each category, trying to use the most popular count for each until I ran out of space. I was going to limit to a single core set, but this lineup really needs 3x of Sneak Attack and Steward of Gondor, and all the decks in ringsdb with this lineup relied on 2+ cores.
The end result should be a stereotypical mono-leadership Outlands Deck.
Gameplay should be straightforward, put Steward of Gondor on Hirluin and then feed Denethor's resources to him, put Prince of Dol Amroth on Imrahil, and get Outlands allies out ASAP. Tome of Atanatar can be used to recycle Sneak Attack or A Very Good Tale or Strength of Arms. There's no terrific target for Sword of Morthond, but Envoy of Pelargir and Errand-rider are eligible.
