This is a Gondor deck meant to paired with a Rohan deck featuring Théoden Boromir is meant to have a resource for the global Gondor attack boost, and willpower boost with Visionary Leadership. Copies of In Service of the Steward can be used to make heroes Gondorion and partake of the boost. Steward of Gondor may actually end up on Theoden instead of Boromir, depending on who needs it more, and Heir of Mardil can end up on Theoden even if Boromir has Steward, if it can be triggered with The Day's Rising or Errand-rider.
Théodred and Balin will usually quest, with Balin getting the resource for shadow cancellation if he needs one. Leadership resources should be spent from Theodred first. Boromir will generally not quest to be available for attacking, relying on Theoden/Dori to defend enemies engaging their deck.
Mutual Accord serves two purposes in the deck, one is to enable the global gondor boost for the Rohirrim, and the other is to play in concert with the expensive global Rohirrim boosts to give them to the Gondorian army.
The sideboard is limited to an extra Strength of Arms and For Gondor!, just in case you need more than Gondor's usual and considerable combat heft.
